03 Project Coordinators
1.BACKGROUND
The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a co-founder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. The International Center (IC) now focuses on disability support, landmine removal, and mental health programs.
Under the financial support of the United States Government for the Program of Enhancing the Quality of Life of Persons with Disabilities in heavily sprayed with Agent Orange provinces of Gia Lai and Quang Ngai (Inclusion 2b), as a sub-implementing partner, IC is responsible for implementing the Objective One of the project which is to expand the rehabilitation services to contribute to the Goal that to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Gia Lai and Quang Ngai.
Three expected results include:
- Ensured accessibility and quality of multi-disciplinary rehabilitation services
- Improved rehabilitation system for the provinces
- Improved Governance of the rehabilitation service system
To achieve these expected results, IC seeks qualified consultants services to design, prepare, conduct, and report the training courses for doctors and technicians, as well as provide technical support for project activities and on-the-job coaching for health staff at MDT units in Gia Lai and Quang Ngai provinces.
2. DUTY STATION
- Duty Station: Hanoi, Gia Lai, and Quang Ngai provinces, (province with frequent travel to field sites within the province)
- Duration of Assignment: from May to Feb 2027
3. REQUIREMENTS:
Qualifications and Experience Required:
- Hold a college or vocational education diploma in medical and health care related subjects
- At least one year of professional experience in OT/PT related work
- Experience in the fields of inclusion/accessibility of services/services to PWD.
- Experience in hospital settings and community health care is an asset
Competencies:
- Proven skills in working with different stakeholders in coordinating project activities implementation at provincial level
- Knowledge in assistive devices/technology supporting activities of daily life (ADL) for PWD
- Capacity building, training and coaching skills
- Good planning, communication, coordination and report writing skills;
4. DUTIES AND RESPONSIBILITIES:
- Closely work with project officers (POs) based in Hanoi, project collaborators and provincial partners in … to prepare provincial work plans, following the project Performance Monitoring Plan (PMP).
- Liaise closely with local partners including DOH contact points, hospitals and health centres and other stakeholders to implement the project activities following the approved work plans.
- Support POs in coordinating with provincial partners, and technical consultants in the assessment and provision of AT/AD services, rehabilitation system strengthening, policy advocacy for PWD, and relevant trainings to project beneficiaries including PWD and service providers.
- Support the POs and the local partners in ensuring the monitoring, follow up and reassessment of AT/AD services provided to PWD conducted in a regular and qualified manner.
- Support in organizing meetings, trainings, and workshops at district and provincial level;
- Support POs to ensure that all the necessary financial documentation of project activities in the province are complete and in accordance with financial management requirements;
- Preparing field reports as required;
5. TRAVEL AND FINANCES
Travel costs will be provided or reimbursed to the consultant, and per diem allowances will be provided or reimbursed for days traveled.
6. SUPERVISION:
The incumbents work closely with POs in charge of holistic AD/AT provision, under direct supervision and evaluation of the Project Deputy Chief of Party (DCoP) and other works assigned by Chief of Party (COP).
